Hello, Ky Dao.

If your application does not have a built-in feature for shutting down active users, which you can find in 1C:Subsystems Library, you need to use Administration of 1C:Enterprise server.

This tool is available for Windows PCs and you need to register it first for a the version matching the 1C:Enterprise server version.

When you have it running, navigate to sessions of the infobase, select the session that you need and click Delete button on the command bar.

Unfortunately you can not force other users to shut down unless you have implemented this functionality in your application, for example, create a constant that should be read by all clients each minute and if it is true - terminate the application.

In file mode one usually have only a few users that you can ask to close the application using the messenger.
