RefreshInterface() method

In the syntax helper there is statement about RefreshInterface method that

"Method call in the managed form does not lead to call of the OnOpen event handler for opened forms."

But in fact it completely reloads form, destroys all form data and the OnCreateAtServer() and OnOpen() handlers are called. Is it normal method behavior?
