Is it possible to export tax forms/reports in XML format for uploading to tax authorities in Austria?

Yes. There are special possibilities for that. But You have to write programm on internal 1s language selfdepended or looking 1s specialists for this.

The tax forms / reports you are mentioning most probably have defined structure and XML format which you can develop yourself (or leverage a 1C partner) using 1C platform's XML export functions.

The most popular software BMD, using by tax advisors in Austria, is able to make inport from .csv and .txt files.
