You can create your site with any programming language and integrate it with 1C using Web services, direct access to database with External sources or provied your own data exchange format with POST and GET requests and XML or plain text responses.

Do you mean 1C-object Web services or Microsoft Web services?

1C:Enterprise platform supports WSDL. You can provide valid web services at your site, import XDTO from XSD schema, add web services and manage them using Script. For more details see Developer Guide Chapter 17. Web Service Mechanism
