This happened on windows 8. The same configuration with windows 7 works fine.
The configuration is as follows:
File mode Infobase
IIS on Windows 7
self-signed certificate

Unrecoverable error
Error executing the query POST to resource /e1cib/login:
because:
HTTP error calling server: https://xxx.xxx.xxx.xxx
SSL connect error
