BTW, Russian sertification (1C Prof, 1C Spec) is convertable to worldwide ?

Not sure whether I understand the question.
1C certificate is issued irrelatively of any country. The platform is the same, so I can see no problems to mention your being certified in any country.
If you mean, whether 1C issues such certificate in English - currently not, but we are working on it. But I'd needed it now, I'd turn to a translation company, with the notarial attestation, if necessary.

I mean that 1C sertificaties may me used in ".pro" domain registration procedures.
