Inventory write off

How can I perform inventory write off of items from our warehouses?
I do not see the link within the interface to such document.
But I found such document in Designer.

My question: How to add either inventory write off link or warehouse document journal into the interface?

To create an Inventory write off document, click Purchases section, then in Overpluses and shortfall group click Warehouse certificates link. In the list of Warehouse certificates click Create, then click Inventory write off, and then click OK.
