The form button design is improved, new appearance options are available for command bar buttons. You can use the new options to focus user attention on the specific tasks they can perform in this form. The improvements include: compact button groups, hyperlink buttons, oval buttons, buttons that show borders when you move a pointer over them, and the option to customize the border color, background color, title color, and title font for each button.
In text boxes, the drop-down list width is automatically scaled to fit the list content width.
Some commands related to lists and document journals, which were previously available on the More menu, are now available in the list context menus. This streamlines access to the commands.
The command to close a session is added to the application title. This improves usability for users that access 1C:Enterprise applications using web browsers.
Vertical scrolling in dynamic list tables (for example, document journals) is improved. The scrolling buttons now exactly reflect the scrolling options available in dynamic lists.
In the mobile platform, support of in-app billing services and paid advertisement is added.
Support of AdMob (Google) aggregator and iAd (Apple) service is added. You can display ads provided by these services in your mobile application and receive payments from advertising companies.
The following billing services are supported: Apple In-App Purchase (for iOS) and Google Play In-App Billing (for Android). This provides the option to implement purchasing premium app versions, removing demo limitations, purchasing subscription to additional web services, and more.
1C:Enterprise provides accessibility to users with low vision and blind users. This innovation has serious social impact because 1C:Enteprise applications are widely used and this opens new jobs for specialists with low vision, such as economists, accountants, and managers.
Users with low vision can work in 1C:Enterprise applications
using hot keys, without using a mouse or a display. This requires
a screen reader software to read the control names, form
attributes, and their values. An example of such software is
Accessibility for users with low vision is only supported on Microsoft Windows XP or later, and only in the thick and thin clients.
In order to increase file database performance, the database file format is changed. Administrators now can change the file page size to optimize the performance.
Saving and loading settings for configuration comparison and merging is implemented. Together with the additions to the Designer batch mode, this provides the option to fully automate comparison and merging of supported configurations.
The automatic REST application interface supports more of the standard OData protocol features. In addition to that, a number of features that are not available in the protocol are implemented in 1C:Enterprise.
The improvements to saving and loading configurations allow to load a part of a configuration and to automate the editing of external reports and data processors.
The option to view temporary tables (their list, structure, and content) during the debugging of complex batch queries is implemented.
In configuration extensions, you can create common commands, templates, and pictures, as well as forms of adopted applied objects, their commands, and their templates.
Dynamic lists are optimized and their reliability is improved. A set of limitations to dynamic list functionality is introduced in order to eliminate potential issues. Some other dynamic list limitations are removed. Dynamic lists now support batch queries.
Software license management, which includes activation, getting the list of used licenses, getting license details, and more, can be performed not only in a wizard but also from the command line using a new utility. This simplifies administration of cloud environments.

Also note that in 1C:Enterprise mobile platform version 8.3.9, support for iOS versions earlier than 7 will no longer be available. Therefore, the mobile platform version 8.3.9 will no longer run on Apple iPhone 3GS, iPod generations 3 and 4, and iPad 1 because they do not support operating system upgrade to version 7 or later.
You can migrate infobases created in eralier 1C:Enterprise versions to version 8.3.8 without any data losses. Conversion of configurations, infobases, external reports, and external data processors is not required.
