How to Setup Template Cell to Stretch Vertically?

I have a printed form template with a cell which should stretch height to display entire the contained text. Currently only part of this text is displayed. I cannot understand how to force a cell to stretch vertically. Is it possible to do?

Set the TextPlacement property to Wrap..
