Format (NDF=2) is not working with English users

In Spreadsheet reports (Main Data Composition Scheme) format NDF=2 is perfectly working with German user but not working for English user. I created this report with /L de (the platform was in German at that moment). What's wrong? Platform version 8.3.10.2505, Windows OS is in English. Thank you for every advice! Regards, Lioudmila
