I want to use 1c with postgresql version 14, but I get an error that the database is not available. Has anyone experienced this situation before?

unfortunately there is very little information to answer you exactly.

Could you clarify where you downloaded the Postgre distribution from? Is the Postgresql server itself working correctly?

Can you create a database using the pgAdmin console? As in the screenshot below
