Difference between information register resources and attributes

Could someone please explain the difference between information register resources and attributes? In which cases I should use resources and in which attributes?

Resources store data register, that is the information for the store which case, in fact, created.
Attributes are used to store additional information about the records of the registry.

Although the information storage technology resources and attributes of the register data were not significantly different, the correct "attribution" of data to resources or attributes can then quickly distinguish what is a "feature" register, and that just commented the record.

In other words attributes for registers are comments to each record while resources are major data. In case of non-periodic register it does not matter if you use resources or attributes, but to make your application uniform use the common approach: data should be stored in resources and comment-like information about records in attributes.
