Filter does not appear in Go to of the form

I have added a filter to Common/Filters in the configuration tree, set Type to CatalogRef.Banks, then added Catalog.SettltmentAccounts.Attribute.Bank and Document.Payment.Attribute.Bank to Content, but this filter did not appear in Banks catalog item navigation panel.
But if I right click on the form title and choose Navigation panel setup, I see this filter in Available commands tree. So how can I make this command to appear in the Go to command group by default without of making users to add it manually?

You need to open the form where you want this command to appear and in Command interface tab in Go to group set Visible state for roles which you want to have it by default.
