Here is an updated explanation of the situation mentioned in this thread.
For any infobase (no matter what company owns its configuration), 1C:Enterprise platform automatically interacts with 1C Company's licensing center to check the validity of the configuration and get licensing center's response and ultimately posts a record about it to the infobase. This posting happens only once. The result of the configuration validity check is displayed in the About message box. The interaction between 1C:Enterprise platform and the licensing center occurs only if the licensing center is accessible from your network via the Internet.
The message box that says there is no configuration record in the licensing center is a known issue that can be reproduced in 1C:Enterprise platform earlier than 8.3.12.1619.
The root cause of the issue is a situation when none of 1C:Enterprise users who connect to your infobase have administrative rights and thus 1C:Enterprise platform cannot post the configuration validity check record to the infobase. As a result, your end-users have this message box displayed.
This issue was fixed in 1C:Enterprise platform 8.3.12.1619.
To get rid of the issue in your infobase, you can use any of the following:
- Update 1C:Enterprise platform to version 8.3.12.1619 or later.
- For the deployed infobase, in Designer mode, make any change to the infobase and apply the change.
In this instance, 1C:Enterprise platform repeats the interaction with the licensing center described above and posts the configuration validity check record.
- Log on to the deployed infobase in 1C:Enterprise mode on behalf of a user having administrative rights and wait for results of the interaction with the licensing center.
By default, the interaction attempt is performed every 10 minutes. To reduce the waiting period in such a scenario, you can set the LicConfigDebugTimeouts parameter to true (its default value is false). Once you get the configuration validity check record, we recommend you to set this parameter to its default value again. For more information on this parameter, refer to 1C:Enterprise 8.3.
