What inventory cost should I enter in return document - the ones from the Inventory Balances report?

It's strongly suggested for more precise inventory costing to create return documents from documents that were used for purchasing/sales inventory that's being returned - purchase/sales orders, goods issues/receipts, and purchase/sales invoices.
