I want to download 1C : Enterprise(licensed version)
There are various versions available 8.1,8.2 and 8.3
Which one should I download and what are the significant difference between them?

To download a full version you should purchase a license first.

In the product section version 8.2 and 8.3 are coming as unavailable
after purchasing the license from where i'm supposed to download ?

They will be available after you purchased a license and log out and then log on to the website. Note that if you are going to become a partner, you should sign the partnership agreement first. For this, Join the partnership program.
If you will have any problems with that after purchasing, feel free ask for support.

To run Accounting Suite on my system, license for 1 concurrent user is sufficient?
and when do we need server license?

To start any application in file mode you need a single user license.
If you are planning to use 1C:Enterprise server, you will need a server license. In general when you have at least 5-10 users, it is recommended to migrate to the client/server mode.

I've purchased the license key for 1C Enterprise and now I want to install Accounting suite on it.
I followed these steps
Installing the full version
but I'm not able to create infobase. When I click ready it says "Error creating Infobase"

I think I got what the problem is. In order to use 1C:AccountingSuite you need to have 1C:Enterprise 8.3, not 8.2 as you do.
Download 1C:AccountingSuite
Download 1C:Enterprise 8.3

So how people were using 1C Accounting suite before 1C Enterprise 8.2? If some older version of Accounting Suite is available for 8.2 then provide me link for that.
and can I migrate to Enterprise 8.3 as i have took license to for version 8.2

You can use same licenses as you used for 8.2. So simply install 1C:Enterprise 8.3.

Is there any version of accounting suite available for 1C:Enterprise 8.2?
