1C:Enterprise requirements to operating systems have changed since version 8.3.11. It now requires update KB2999226 for Windows 8.1 or earlier, or service pack 3 for Windows XP. These changes are related to 1C:Enterprise migration to Microsoft Universal C Runtime (for more information, see https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows).
Note that service pack 3 for Windows XP is no longer available for download at Microsoft website. As a system administrator, if you choose to update your Windows XP to service pack 3, you take the responsibility for this.
